In this connection, it is important to know that the municipalities and local authorities have the planning sovereignty in drawing up zoning plans. Land use planning according to the German Building Code (BauGB) is the most important instrument in urban development planning. Land use planning consists of the superordinate land development plan and of the binding zoning scheme. The zoning schemes are developed from the land development plans and govern the legally binding arrangements within their area of application.
